"L'amiral Villaret-Joyeuse, au Ministre de la Marine et des colonies, à Paris. Au bord du vaisseau amiral le Jemmapes, en rade du Cap-Français, le 13 ventôse an 10 [March 4, 1802]": p. 9-16
General Leclerc arrived in Cap-Français on Feb. 6, 1802 and ordered all colonists to take up arms. Toussaint Louverture, having been defeated by Rochambeau, Leclerc reorganized the administration and the army in Saint-Domingue. The month of February 1802 had been a bloody one, having seen the burning of Port-au-Paix by General Morpas and defeats of the uprisings on the north and west parts of the island. These letters by General Leclerc and by Admiral Villaret de Joyeuse detail many of the events of February 1802 in Saint-Domingue
